The phrase developed in response to Bush's demands for regime change within other nation-states, and is often used in conjunction with demands for a "regime change within the US." The main proponents of this term are leftists, many of whom are upset about the Department of Homeland Security, the Domestic Security Enhancement Act of 2003, the U.S. presidential election, 2000, the Information Awareness Office, the Iraq disarmament crisis, the USA PATRIOT Act, and the War on Terrorism. The phrase is meant to imply that Bush has violated the U.S. Constitution and is attempting to create a police state. This is often used as part of an argument in which Bush's policies are compared to those of the late German dictator, Adolf Hitler.
