Bryan Talbot

Bryan Talbot (born February 24, 1952) is a British comic book artist and writer. He is the creator of The Adventures of Luther Arkwright, its sequel Heart of Empire[?], and The Tale of One Bad Rat[?]. He has also worked on "Nemesis the Warlock[?]" for 2000 A.D. and The Nazz[?], The Sandman and Legends of the Dark Knight for DC Comics.
